roadway_characteristics (Data Flow*)

This data flow is sent from the traffic operations personnel to the Manage Traffic function. It contains analog information which includes shoulder widths, pavement types, and other general information pertaining to standard characteristics. It consists of the following data items each of which is defined in its own DDE: shoulder_width + median_type + pavement_type + number_of_lanes + link_speed_limit
